(vc-bzr-admin-dirstate): Rename from `...-dirname'.
Make it more discriminating and more useful.
(vc-bzr-root-dir): Use new name.
(vc-bzr-registered): Use new name and look at the dirstate file to
determine if it's registered or not without running `bzr'.
